    I'm looking for a stem with a 26.0 clamp size for my FRENCH frame. does this exist?

    The answer to your question is no. French stems take a smaller diameter handlebar. You'll have to sand a stem with a 26mm clamp diameter. It's no big deal. Both of my French road bikes have Nitto stems. A bench sander speeds up the process, but isn't required.
